The main objective of this Working Paper is to present and further analyse the concept of clusters and to inform about main policy approaches in support of clusters. Clusters are becoming an increasingly  popular concept which is reflectes in a growning number of policies and initiatives in support of clusters. The paper describes the potential role of clusters, cluster policies and cluster initiatives for competitiveness and innovtion and the available statistical evidence on this. Furthermore the document reflects broad feedback from stakeholders on clusters and cluster policies.
